 icon File Xfer & Bandwith Throttling w/ Winsock

Hi, i was wondering if somebody could help me. I need to make a program to transfer files that has bandwith throttling and multisource downloads using Winsock. I have no idea how to do this. So if somebody would be kind enought to help me it would be apprieciated.
