Web Server Controls and HTML Server Controls

Why has microsoft provided two types of server controls.
(1) Web Server Controls
(2) HTML Server Controls
When the web server controls expose the complete required functionality and are completely programmable then why would someone require HTML Server controls. ? I am sure it's being kept for confusing me. Can u help me clearing this confusion?
