DotNet application installation on windows 98

say suppose i have developed a simple guest book application by vb.net and also created setup.exe file by dotnet buil-in setup toolkit.
now i want to install that setup.exe file on windows 98 or may be on any OS of window's. so please tell me all steps in detail from creating
setup.exe to proper insallation. as result my application run on client machine properly after installation.

Make sure that you install the Framework distributable on the machine first
