I want to set custom shortcut menu bars basedd on security levels determined by userID after logon.  I can't seem to override the startup menu bar, even with code.  Any help?

It seems as if you are coding in Access but I could be wrong. Please verify what you mean by overriding the startup menu bar and how you intend to replace it. If you want to deny certain people the right to use particular menu options, you could simply hide the menu items that they cannot see at startup after determining their rights. But then again, please verify and I could be of more help.

You are correct.
In MSAccess, the startup shortcut menu bar seems to be the only method for setting the startup menu. I want to override this and display a menu based on the users rights.  It is not possible to control the individual items on a menu bar programmatically.
