Can a pc in a LAN use as a server?

I am using a network computer. I wish to test a program (written in VB6) using my PC as the server. The server program detect my IP as my LAN IP (eg. 10.0.0.4) If one client computer from other location (not in my office LAN) wants to connect to my server's database, how it is done?

In order to access some PC' resources on WAN you need to know its IP address.
