I'm going to wirte a simple packet sniffer or a firewall with VB/ Delphi.

*edit* If it's Windows, the CodeProject has some nifty stuff on systemwide hooking, www.codeproject.com/system/APIHookingRevisited.asp (or if that doesn't work, here's the google cache, http://66.102.9.104/search?q=cache:T60BrFMVTScJ:www.codeproject.com/system/APIHookingRevisited.asp+API+hooking+-SDK&hl=en&client=firefox-a ) it's not for the faint hearted, you'll want to port it to VB I guess and it may be relatively tricky, hope it helps though.*edit*
