I would like to hide shutdown and logoff. Or can not shutdown or logoff. and can not press start. i mean when i press start key in my keyboard, the start menu it does not show. i don care start menu button are showing or not. pls help me out

the first is used to hide/show the windows task bar and the desktop ; the other unloads them (you should execute a explorer.exe shell in order to replace them)

anyway the Ctrl-Alt-Del combination is still enabled, so the user can select to shut down the system using this tip, or to execute any other task running the task manager.
