Well, this forum is a good place to ask.
But you should choose the appropriate board. This is a Visual Basic forum, so everything is not strictly related to VB, from an hardware question to a synagogue search should be placed in the Off Topic board. The other boards are intended to contain specific VB arguments.
The General board is good to post general VB questions, other than the other boards arguments and written in english.
The Not English board is designed to host all VB questions, either general or specific, not written in english. There some willing helper will provide an english translation of the question for somebody else who know the answer but doesn't speak the particular language the question was posed.
The VB.Net board is intended to host all the .Net questions, as the Database board is for VB-Db questions and API board is for usage of APIs in VB programmming, and so on.
The Frequently Asked Questions board is intended to host all those questions that periodically appear on the boards, all the same, and which they receive always the same answers. The older developers know which questions are often asked, and generally move the exhaustive topics on that board. It's not intended to host topics like "... I have the need to create a counter, and blast a rocket when the counter reaches zero...", because it is not a question that everybody fronts sooner or later. So for this reason every not-board-related topic is moved by somebody above (admin and high level members) to a more appropriate board. The FAQ board is a board to be read, more than a board to write into.

Now, about your question, do you refer to Windows (the operating system) or windows (the VB forms)? In the first case you should post your thread in the Off Topic board, in the second case you could post in the General board.
Anyway I won't move this post until your reply as I generally spoke about forum's usage, and this is a FAQ itself. But if any other moderator or admin will move this thread, don't be anyhow surprised: it's not an exclusion, it's only a more appropriate collocation. You would get the exclusion if you, after you read these small rules, would keep on posting in the wrong board " ... as there always will be somebody else who'll move it in the right place...". Hope you understand what I mean.
