How to change default of windows(date,format number)

I want to change some info of windows.
Date : I want edit the way to display the date string from "mm/dd/yy",ect... -> "dd/mm/yyyy"
Num : I don't want watch "123,456.78". How i can change to "123.456,78"
Help me!
