I am making an application that needs internet application. How do I enable/allow popup screens?

For instance - if I am on a website and you click a link, a popup screen comes up where you can pick some options. When you click go, the popup screen closes and applies the settings you chose. The above obviously works in IE6, Firefox and Opera. How do I get my VB6 app to do/allow the same?
