I wonder if one can change the regional settings (the language for numeric decimals etc) through Window ONLY for a single program , not for all of the programs .
I don't need to do that through VB code , I'd be satisfied if I could dot that from the Windows settings too .

You can do this in VB.NET using System.Globalization.NumberFormatInfo to set the decimal seperator etc.
Search that on MSDN for details on how to use it -
