icon Publishing an application

hi guys, i have a question to ask but first i would like to explain my situation
these are the publish settings

the user of course has a shortcut that points to setup.exe in the published folder. This way of course if I publish a new version, when the user opens it, the new version will updated on his pc.

now the issue is, is there a way that I can prompt a user that there is a new version while the application is running on the user side.

kinda like msn where at a certain time it tells you that there is a new update bla bla.

is there any publish settings that I need to know of?
